Are cedar panels rough on both sides? How are they made?

The cedar panels are all either knotty or clear tongue and groove knotty cedar v-groove

Inside – offering a Smooth face
Outside – standard Rough board face (for the exterior – which accepts paints and stains better)

The cedar is western red and is about ~3/4″ thick
